A place gives you a named account in the clause-by-clause discussion, the right to propose amendments, and a vote in the governance questions the summit will settle on 9 October. The first cohort is capped at 1,000.
Every place is checked by a person. After you confirm your email, a member of the working group verifies you and your organisation — usually within two working days. A document about provenance cannot have anonymous provenance of its own.

Thank you. A member of the working group is checking your details and your organisation, usually within two working days. You will get one email either way: a welcome with your posting rights, or a decline that says why and how to appeal.
Nothing is on hold in the meantime — reading the text and the discussion needs no account at all.
